The Central Armed Police Forces (CAPFs) are owed Rs 49,912,37 crore by various states and Union Territories (UTs), and 11 states and Jammu and Kashmir have requested that the cost of deployment charges for CAPF personnel in their states be waived, according to information provided by the Ministry of Home Affairs (MHA) to the Parliamentary Standing Committee.
Of the pending amount, Rs 44,083.51 is due for the deployment of Central Reserve Police Force (CRPF) personnel in several states/UTs. The committee has requested that the MHA adopt a firm stance and raise this issue with defaulter states/UTs every month, requesting that they clear the outstanding bills/payments as soon as possible.
“The committee was informed that a total of Rs 49,912,37 crores is due from various states/UTs to deploy CAPFs in various sectors until October 1, 2022. In its report given to Parliament on March 17, the Standing Committee on Demands for Funds linked to the Ministry of Home Affairs stated that Rs 44083.51 is owed for deploying CRPF troops in states/UTs alone.
The committee inquired as to which states have made petitions to waive the cost of deployment charges in relation to the deployment of CAPFs soldiers. The report stated that the Ministry of Home Affairs (MHA) received demands from Goa, Chhattisgarh, Odisha, Nagaland, Mizoram, Andhra Pradesh, Assam state governments, Punjab, Uttarakhand, Maharashtra, Tripura, and Jammu and Kashmir seeking a waiver of deployment charges.
In addition, the committee has inquired about the measures taken by MHA to ensure prompt payment of CAPFs deployed by states/UTs. “The MHA advised that, before to issuing deployment orders, it often requested that the states in question clear their outstanding deployment fees. According to the study, quarterly requests are made to the affected states for payment of their CAPFs deployment charges delinquencies.
“The committee requested that the MHA adopt a hard stance in this regard and address this issue with defaulting states/UTs on a monthly basis in order to clear outstanding bills/payments as soon as possible. The committee also advises that the federal government employ time-bound measures to collect delinquent payments from the states. Also, the committee would like to know the reasons offered by state/UT governments for requesting a waiver of deployment charges for the deployment of CAPFs troops, as well as the position was taken by the MHA to resolve this problem, according to the report.
